Payroll and Grant Accountant

Function of the Job

Perform responsible accounting activities involved in general Business Office functions with an emphasis in payroll and grant accounting.

Duties and Responsibilities

  1. Implements, maintains, and reviews payroll processing and accounting systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.
  2. Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
  3. Prepares and maintains accurate records and reports of payroll transactions.
  4. Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.
  5. Identifies and recommends updates to payroll accounting software, systems, and procedures.
  6. Will be dealing with federal, state, and private funding.
  7. Implements, maintains, and reviews compliance with federal, state, and individual grant requirements.
  8. Ensures accurate and timely processing of grant transactions and reporting.
  9. Provide technical and analytical support for the preparation and implementation of individual grant program budgets.
  10. Provide explanations and recommendations for variances from budget and discuss with program personnel to ensure their knowledge and understanding.
  11. Deliver periodic reporting, variance analysis, and reconciliation in accordance with grant requirements.
  12. Provide training to employees/supervisors over payroll and grant functions.
  13. Facilitates audits by providing records and documentation to auditors.
  14. Participate in continuing professional development.
  15. Develop annual goals and objectives in cooperation with supervisor.
  16. Prepare quarterly and annual Federal and State tax filings.
  17. Assume all other reasonable duties and responsibilities as assigned by the supervisor.

  4. Must be able to work with Microsoft Office products.
  5. Must be able to provide verbal/visual presentations to department personnel and the institution.
  6. Must be able to interpret rules, regulations, policies, and procedures.
  7. Must be able to work in a team environment.
  8. Must be able to use various accounting applications.

Personal Interaction

Maintain regular contact with departments, divisions, and appropriate personnel to ensure that the business services division functions effectively. Frequent interaction and personal contact with students, the general public, outside organizations, and state governing boards pertaining to the division.

Requirements

Bachelor’s degree in accounting business administration, human resources, or other related field. At least two years accounting experience preferably in a college setting, and demonstrated interpersonal and public relations skills required. Knowledge of general accounting principles, experience with computerized accounting software, experience with Microsoft Excel, strong interpersonal skills, and ability to maintain confidentiality of student and personnel records is required. General working knowledge of GASB.
